Thumbs down A recent public sector conference on innovation reached a rather alarming conclusion. Process management and a drive for process efficiency stifles innovation. The fact that this came from the public sector is probably less surprising but the fact that the conclusion could be reached at all is quite worrying. The belief that if you do what you always did (only more efficiently) you get what you always got (sooner) is disappointing, not because there is anything wrong with the adage per se more because it is better applied when you are doing what you always did correctly. The public sector is hardly a six sigma environment where errors can be counted in single figures. Take the tax errors of last year as an example, with over a million cases incorrectly assessed and receiving bills as a direct result of poor process execution or worse - incorrect process. Whose fault this was (and the Permanent Secretary for Tax said it was nothing to do with him) isn’t really the issue. The issue is that this kind of error rate is appalling from organisations of this kind. Doing what you always did correctly ought to be the goal for now in institutions that all too often don’t get close to getting it right. HM Revenue & Customs are not the only case of this in the public sector, there are plenty of examples of poor process execution or poor processes, but it is the public and businesses that suffer for them.

Perhaps a little more focus on process accuracy would be of greater value than trying to be innovative. After they achieve a greater level of accuracy (I’m not suggesting anything like six sigma) then processes can be improved on. After all trying to innovate in a process environment that is inaccurate and inconsistent is not likely to lead to improvements since there is no easy benchmark against which to test new possibilities. If you don’t know what your people do half the time or how the IT works then maybe it is pointless trying to be innovative. The idea that people should be allowed to decide for themselves and be creative is fine in certain industries and a clear requirement in others. The delivery of public services though is somewhat different and the citizen at large has a right to expect accuracy as a minimum. Senior policy roles may be knowledge based and there may well be a place for the knowledge worker but there are also too many people claiming that their jobs are too difficult to describe or don't follow a process as such. Telling them that they don't need to follow process in order to maintain an innovative edge of some kind seems to be feeding this attitude despite years of trying to break it down. Perhaps the conclusion should have been to get off the innovation bandwagon and concentrate on getting the basics right before wasting money trying to change what isn’t properly understood in the first place.
